ESPJ II: Strengthening Skills and Employment Opportunities for Youth

Na Mwandishi Wetu, Dodoma.

The Second Education and Skills for Productive Jobs Programme (ESPJ II) is expected to provide young people with opportunities to participate in technical and vocational education and training and acquire skills required in the labour market.

This was revealed during a three-day training that began on 22 September 2026 in Morogoro. The training brought together institutions implementing the ESPJ II programme and aimed to enhance their understanding of the regulatory framework governing Technical and Vocational Education and Training (TVET) in Tanzania.

The training seeks to ensure that institutions implementing ESPJ II have a comprehensive understanding of the laws, guidelines, standards and procedures established by the National Council for Technical and Vocational Education and Training (NACTVET) that must be observed in the provision of TVET.

Officially opening the training on behalf of the Executive Secretary of NACTVET on 23 September 2026, the Director of Admissions, Examinations and Awards, Dr. Marcelina Baitilwake, said the training was important in building a common understanding and ensuring that each beneficiary institution fulfils its responsibilities in implementing ESPJ II.

She urged participants to actively engage in the training by providing their views, asking questions, sharing experiences and identifying areas they consider challenging so that they can be addressed accordingly.

Dr. Baitilwake further explained that the Government has entrusted the participating institutions with the responsibility of developing skills among young people and contributing to national development. She therefore stressed the importance of ensuring that all programme activities comply with established laws, guidelines and standards in order to achieve the Government's intended objectives.

She also emphasized that collaboration among beneficiary institutions is essential to ensuring that the programme's objectives are achieved and that the intended benefits reach the targeted beneficiaries.

For his part, the ESPJ II Programme Coordinator from NACTVET, Dr. Aggrey Mleli, said that NACTVET, as the regulator of TVET, is making deliberate efforts to fulfil its responsibilities in implementing the programme, including providing the necessary support to other implementing institutions in a timely manner.

He urged participants to review their respective areas of implementation and identify areas where their institutions require support from NACTVET, so that the issues can be addressed in a timely manner and any obstacles that could delay the achievement of the programme's objectives can be eliminated.

The ESPJ II programme aims to expand opportunities for young people to participate in technical and vocational education and training and acquire skills that meet labour market demands, enabling them to secure employment or become self-employed.

The programme also seeks to strengthen the quality and accessibility of training, ensure sustainable and beneficial implementation, and ultimately contribute to national economic growth.

The implementation of the ESPJ II programme involves various ministries and institutions, including NACTVET, as well as education and training institutions.
