The Petroleum Bulk Procurement Agency (PBPA) has said that the Bulk Petroleum Procurement System has enabled the Government to ensure a reliable, timely, and cost-effective supply of petroleum products across the country.
PBPA Legal Officer, Khadija Zuberi, made the remarks while educating members of the public at the Nanenane Agricultural Exhibition in Dodoma on how the system operates and the investment opportunities available in the petroleum sector.
She explained that the system involves two key groups: Oil Marketing Companies (OMCs) that are registered in Tanzania and licensed by the Energy and Water Utilities Regulatory Authority (EWURA), and prequalified international suppliers approved to participate in petroleum import tenders.
“Our system comprises locally licensed oil marketing companies and prequalified international suppliers that are approved to compete in petroleum import tenders,” Zuberi said.
She noted that companies seeking registration with PBPA must, among other requirements, possess a valid EWURA licence, business registration documents issued by the Business Registrations and Licensing Agency (BRELA), and meet the requirements set by the Tanzania Revenue Authority (TRA).
According to Zuberi, once a company completes the registration process, it is required to submit its monthly petroleum demand to PBPA. The Agency consolidates the requirements from all registered companies and uses the combined demand to conduct a competitive tender for petroleum imports.
“After receiving the monthly demand from all oil marketing companies, we consolidate the volumes and conduct a transparent and competitive tender process. The supplier that meets all the requirements and offers the most competitive price is selected to import petroleum into the country,” she said.
She added that consolidating the demand of multiple companies allows Tanzania to benefit from economies of scale, secure competitive freight rates, and strengthen the reliability of petroleum supply.
Zuberi also encouraged Tanzanians to seize investment opportunities in the petroleum sector by establishing companies and engaging in related petroleum businesses while complying with all legal and technical requirements.
